Space Segment Guidance

Every change to flight configuration, software build, FPGA bitstream, boot-ROM fuse, cryptographic key, or table-driven parameter carries mission risk. A formal change-control board chaired by the flight director should evaluate hazard analysis, regression coverage, and contact window scheduling before granting an uplink authorization number. The spacecraft itself should log the unique change ID in telemetry upon receipt and again after successful activation, enabling closed-loop verification against the ground CM database.
