Space Segment Guidance

In a space context, data ownership covers those who “control” mission data and who set the rules for storage, usage, and distribution across ground systems, external relay stations, and possibly other orbital assets. Effective data governance ensures that telemetry, payload results, and bus command data—each with varying sensitivity levels—are appropriately managed throughout the spacecraft’s lifecycle. Data ownership responsibilities are often split among the mission operator, the spacecraft bus provider, and hosted payload owners, so it is crucial to formalize these roles early on. Clear ownership definitions inform who makes final decisions on data classification, who approves data deletion or off-boarding, and how cross-domain data transfers (e.g., from a secret payload to an unclassified ground station) are controlled. This helps avoid inter-organizational disputes, especially when multi-national or commercial partnerships are in place and provides a framework for consistent security posture across the mission.
