From a business perspective, these definitions identify which stakeholders need real-time telemetry, which organizations might receive archived data, and how cost constraints interface with security enhancements (e.g., hardware redundancy or advanced domain isolation). This includes enumerating critical mission phases—launch, on-orbit commissioning, routine operations—and aligning each with contingency or safe-mode procedures.
