SA-9(2) - External System Services | Identification of Functions, Ports, Protocols, and Services
Require providers of the following external system services to identify the functions, ports, protocols, and other services required for the use of such services: [Assignment: organization-defined external system services].
Provider criticality analyses can shape continuity plans. Consider alternate stations and warm/hot failover paths, escrow of essential configurations and credentials, spare RF-chain components, and rehearsed procedures to transfer operations if a provider is impaired, accounting for licensing and key-exchange lead times. Include verification of timing distribution, link profiles, and audit continuity at the alternate site, and test failover during time-boxed rehearsals that mimic real passes.
Authorization can include embedding opcodes in command strings, using trusted authentication protocols, identifying proper link characteristics such as emitter location, expected range of receive power, expected modulation, data rates, communication protocols, beamwidth, etc.; and tracking command counter increments against expected values.

Intent is for external physical data ports to be disabled (logical or physical) while in operational orbit. Port disablement does not necessarily need to be irreversible.
