Consider how long these functions must be sustained and what evidence (e.g., heartbeat telemetry, minimal audit summaries) persists in low-power states. Ground sites may rely on UPS and generators sized for continuous commanding during local outages; rehearsal of switchover and telemetry of runtime remaining reduce uncertainty during incidents.
