Capacity planning for contingencies looks beyond RF time. Consider whether alternate facilities, spectrum access, and compute/storage can absorb surge loads (extended real-time monitoring, telemetry backlogs, image re-validation), and how command preparation, verification, and flight dynamics scale if primaries are unavailable. Pre-arranged surge staffing, decision boards that can convene within a pass, and dry runs that stress aggregators and archives (not just consoles) help reveal bottlenecks before they matter.
