Space Segment Guidance

A security CONOPS works best when integrated with the mission CONOPS and flight rules. Map operator roles to pass schedules; define how hazardous actions are authorized; and describe expected telemetry cues, preconditions, dual-checks, and holds that fit within short contacts. Clarify how security logging, anomaly response, and rekeying occur under time pressure, and rehearse the procedures in a twin/flatsat to confirm they are practical at realistic cadences.
