Space Segment Guidance

Identifier management spans operators, stations, spacecraft partitions, payload services, and message/application identifiers (e.g., APIDs). Consider unique issuance across organizations, mappings to roles and spacecraft modes, and orderly retirement at decommissioning. Align identifiers with audit/telemetry so command histories can be reconstructed after intermittent contacts, and plan for resets/SEUs by defining how bindings are re-established or verified at boot and reconciled with ground truth.
